I don't know what it is but I think you should go to the doctors. I don't think its hormones and yes you are right, growing breasts won't hurt your arms. Definitely try and visit the doctors - ask your dad again, explain to him about it and how you would feel better if you saw the doctor - they are there to help, after all.
